James D. Campbell and Nancy L. Hooff, founding principals of Somerset Development Company, lead a dedicated team committed to carrying out Somerset’s mission with skills and professional experience in real estate development and finance, housing and community development, design and urban planning, and resident services. In 2025, the team celebrated a milestone 25th year of bringing Somerset’s mission to life.
The Somerset Team enjoys a fun afternoon of camaraderie and competition with some high-spirited but friendly bowling.

Leroy Hubbard
Consultant
Mr. Hubbard passed away on September 27, 2007. He served as a Community and Tenant Relations Advisor to Somerset from 2002- until his passing. He provided consulting services in government relations, community development, and tenant relations.
He brought over 30 years of experience in community and affordable housing development in Washington, DC. He was a founder of the Development Corporation of Columbia Heights and served on its Board. He provided consulting services for Faircliff Plaza East, Urban Village, Faircliff Plaza West, Galen Terrace, and Cavalier Apartments. He was also a Board member of Urban Village Community Center Association, Faircliff Community Center Association, and Hope Housing. Cavalier Apartments on 14th Street was renamed Hubbard Place in honor of Mr. Hubbard in 2009, in a dedication service officiated by Mayor Adrian Fenty.
