As the District’s June 16 Democratic primary election rapidly approaches, the cost of housing has become a top political issue. While there is broad consensus among mayoral candidates that the city needs to build more housing, one challenge has attracted significant media attention: Investors are fleeing the city, and housing construction has ground to a halt. DC is not facing one housing investment crisis, but two. Market-rate development and income-restricted, subsidized (“affordable”) development are both crashing — but not for the same reasons.
